Public functions of the application layer of the power control task.

The power control application layer is the proprietary user code used to configure the generic power controller device driver defined in dev_boost_typedef.h. This application layer further provides a subset of function calls allowing external software functions to control and monitor the processes of the power control device driver, such as the system-wide fault monitor or communication drivers.
